Finding a private label primer manufacturer is a lot harder than it looks when you compare the actual formulas.
Primer sits in an awkward but commercially interesting space between skincare and color cosmetics. A brand may want pore blurring, controle de óleo, hidratação, grip, brilho, color correction or SPF positioning—but those benefits have to work with the foundation, tint or cushion that goes on top. I also paid attention to the kind of brand each company seems best suited to work with: a startup ordering a ready formula has very different needs from an established makeup company developing a proprietary complexion system.

1. Xiran Cosmetics — China
I am starting with Xiran Cosméticos because it is the manufacturer I know from the inside, which means I can be more specific about what we actually develop rather than repeating a general supplier description.
In our current primer category we already have several different directions of development: colour correcting primer, SPF-positioned primer, oil-control/color correcting primer and matte primer for oily-skin positioning. The broader face-makeup range also features tinted serum-primer ideas. The key thing for a brand is that these aren’t just a single generic clear silicone base.

One of the more convincing European options I found is Creative Cosmetics because primer is clearly something treated as a real manufacturing category and not an item buried in a long product list.
Face primer is a core category for the company and works in both silicone and silicone-free systems. Development directions include long-wear/grip primers, pore-blurring formulas, glow-boosting primers and oil-control or mattifying concepts. That provides a product manager with multiple, different ways to brief the lab depending on the role the primer needs to play in the make-up routine.
Creative Cosmetics says its formulation and production planning is carried out by its UK team in Ipswich, with manufacture in the UK or by approved partners in Europe where required. It also positions itself around smaller and medium batches, rather than only large volume programs. The company boasts more than 30 years of manufacturing experience and lists ISO 9001 e ISO 22716 certificações.

I would shortlist them especially where the brief is more specific than “I need a primer.” For instance:
Silicone-free lightweight grip primer with natural finish, to be worn under a serum foundation.
That kind of brief is much more in line with how they position their service.

3. Lady Burd – USA
Lady Burd deserves attention if the amount of inventory you are willing to buy for the first launch is your biggest constraint.
Its private-label catalogue features a traditional Foundation Primer and a Hydrating Foundation Primer. The latter adds in hyaluronic-acid placement while the regular foundation primer is about creating grip and prepping the skin for makeup.
The starting point is the difference in price.

Lady Burd has publicly listed at least 50 pieces for custom labels on these primer products. That’s a very different kind of thing than a custom contract manufacturing project with several thousand units.
That lower commitment can be useful for a founder testing primer as a new SKU, a makeup artist creating a small branded range or an existing beauty business adding one complexion product.
And the trade-off is clear: a very low-MOQ stock private-label program should not be confused with exclusive custom formulation. If the brand is based on the uniqueness of the formula, I would ask very directly what can and cannot be changed.

4. Radical Cosmetics – United States
At the other end of the US manufacturing spectrum is Radical Cosmetics.
The company lists primer as one of its contract manufacturing capabilities, but its value is more than the availability of one primer formula. Radical says it can manufacture from a client’s existing formulation, one of its tested formulations or develop an entirely new product while also providing colour matching, filling and packaging services.
This makes it more relevant for brands that consider primer to be part of a serious color-cosmetics development program.

Its custom manufacturing economics also explain why this is a different kind of partner than Lady Burd. Radical has 2,000 units per SKU for custom colour products, with higher quantities for some tube fill programs. “It can take about 16-18 weeks to have an approved production standard in place for a custom-formulation sampling process,” the company says.
Para uma startup, that may sound like a long time, but custom colour cosmetics typically take a lot more refinement than just picking a stock product. Sampling is part of the work if you’re trying to engineer a particular glide, blur, finish or foundation compatibility.
Best fit Established or growing US beauty brands that require custom formulation, contract manufacturing and a stronger color-cosmetics development relationship.
5. Basic Cosmetican – Canada – Modern
When a brand is looking for a relatively accessible private-label entry point without leaving the professional color-cosmetics category, I would consider another manufacturer, Cosméticos Básicos Modernos.
The Vancouver-based company describes itself as a full-service OEM/ODM cosmetics manufacturer with private label and custom manufacturing capabilities. Its current lineup features a Hydrating Primer, and the product page lists that formula as made in Canada.
De uma perspectiva de fornecimento, what I like about Modern Basic is that the private-label program is set up to be pretty approachable. It sells low minimums, online ordering, and a turnkey process, rather than making every customer go full custom R&D from the first conversation.

That can make sense if the primer is one part of a broader ready-to-brand colour line — perhaps along with foundation, corretivo, blush or lip products.
But if the primer itself is proprietary, I would steer the conversation to the company’s custom manufacturing service instead of judging the partnership based solely on its stock Hydrating Primer.

6. Facelabo – Japan
If “Made in Japan” is in the brand strategy then Facelabo becomes a lot more interesting.
Facelabo doesn’t only mention ‘primer’ like some manufacturers do, it explains the formats it can develop. Its makeup division includes color-control primer, UV primer and matte primer, and BB and CC creams. It can also create formulas tailored to specific containers and applicators, which is more important than it might seem at first for complexion products.
The company operates in Japan as an OEM/ODM and private-label contract manufacturer, and purports to have some 30 anos de experiência. It offers services ranging from planning and formula development to manufacturing and export assistance.

This is not a micro-batch launch program, it is sold as such. According to Facelabo’s FAQ, the minimum for cosmetics orders is generally around 3,000 unidades, although the exact project may vary depending on batch and product requirements.
For an established brand, that might be perfectly reasonable. It’s probably not the right fit for a founder who is only looking for 100 units to test a concept.
If I was creating a primer with a foundation, BB cream or CC cream and wanted the whole base make-up system to have a stronger Japanese formulation story, then Facelabo is the one I would look at most closely.

7. Neo Mirae – South Korea
When the brief calls for makeup with skincare-inspired textures, South Korea remains one of the first manufacturing markets many brands look to.
Neo Mirae is an OEM and ODM makeup manufacturer, offering a range of complexion products such as primer, fundação, cushion, BB cream, CC cream and concealer. It also provides customisation on texture, formula and ingredient direction.
What makes it intriguing is that product mix.

If you want a conventional clear primer there are many manufacturers who can supply it. Por exemplo, if you’re trying to build a K-beauty inspired complexion family (cartilha + cushion + corretivo), your ability to create adjacent products becomes so much more valuable.

8. Taiwan – Biocrown Biotechnology
Biocrown Biotechnology is one of the more mature companies in this bunch.
The Taiwan-based firm has been in the manufacturing business since 1977 and offers full-service OEM/ODM support. The official product catalogue has a dedicated category for ODM/OEM Primer, not just an option for custom requests.
The company also has a wider makeup portfolio, including BB cream, CC cream and other complexion products, affording it useful overlap between its skincare R&D and its makeup manufacturing.
Biocrown publicly highlights support for formulation design, cleanroom manufacturing, enchimento, sealing and packaging and quality management certifications like ISO 22716 e BPF.

From a brand point of view, that makes it more appealing to a project where the primer has a skincare-oriented story, instead of being just treated as a decorative cosmetic.
Por exemplo, if the brief is for a hydrating, lightweight complexion primer to be used between a skincare regime and makeup, then this kind of manufacturer is worth pitting against the more traditional color-cosmetics laboratories.
Best Fit: Brands seeking an experienced Taiwanese OEM/ODM partner with skincare and makeup-development capabilities.
9. ORIZI Group – Malaysia
What distinguishes the ORIZI Group is the publication of remarkably clear information on the two types of primers and entry-level manufacturing options.
The program includes a face primer, a pore-blurring primer, an illuminating primer and a color-correcting primer, and the primer directions include matte, hidratante, long-wear and oil-control placement. The company also makes setting powders and setting sprays, which makes it possible to create a wider prep-and-set range.
Another advantage is flexibility in MOQ.
ORIZI currently says that selected Ready2Brand formulas can start around 50 unidades, while standard private-label projects start around 100 unidades; custom formulation requires higher quantities.

That’s a good separation. The manufacturing services include ready formula of 50 units and a unique custom primer.
The company also highlights its ISO 22716 cosmetic GMP and Halal-capable manufacturing, which can be particularly attractive for brands targeting Malaysia, GCC markets or other markets where Halal positioning is commercially important.

10. Índia – Bo Internacional
Bo International offers brands an alternative to the usual manufacturing hubs of China, Coréia, North America and Western Europe.
Its own page for face-primer manufacturing, covering private label, formulação personalizada, customised packaging and contract manufacturing. Packaging formats published currently are 15 ml and 30 ml tubes and bottles.
The company also lists a MOQ of 2,000 units on its face-primer program.
Bo International is somewhere between a low-volume, stock private-label supplier and the much larger custom programs used by established international brands.

If I was a brand looking at manufacturing in India, I would be very focused on not only formula cost but also the documentation required for your market of destination, fornecimento de embalagens, and how you would do final compatibility and stability testing.
Those points generally carry more weight in the long term than saving a few bucks on the initial per unit quote.

Who to choose for your private label primer manufacturer?
No manufacturer on this list is automatically the best for every brand.
If I were testing a small US private label launch I’d be looking very closely at Lady Burd.
Creative Cosmetics would be high on my short list if I was looking for a specialist UK colour-cosmetics partner and a more bespoke primer brief.”
For larger US custom projects, Radical Cosmetics offers a more serious contract-manufacturing route.
If Made-in-Japan positioning is important, Facelabo provides explicit primer and base-makeup capabilities. In K-beauty, Neo Mirae is more naturally fit for primer + cushion + complexion development.
If brands are looking for low entry quantities and Halal orientated manufacturing options, ORIZI Group is worth investigating.

A primer may seem like a simple product but commercially it has to do a number of jobs at once.
