10 Private Label Liquid Foundation Manufacturers to Consider in 2026

Jadual Kandungan

Mencari a private label liquid foundation manufacturer is not as simple as finding a factory that will fill foundation into bottles.

For a startup beauty brand, I’d look at the problem from a much broader perspective. Can the manufacturer assist with shade development? Is the formula customisable for coverage, selesai, jenis kulit, and climate? What if the first sample looks good, but the shade changes during scale-up? How Much Inventory Does a Multi-Shade Launch Really Need? And, crucially, can the manufacturer support the brand after the first order?

I surveyed manufacturers that publicly demonstrate evidence of liquid foundation or foundation manufacturing, private label or Perkhidmatan OEM/ODM, formulation capabilities, sokongan pembungkusan, and commercial production. I also looked at what kind of customer each manufacturer seems to be most suited to.

What you end up with isn’t a definitive ranking of the world’s “best” foundation makers. Instead it is a pragmatic list for different types of beauty brands.

Start with manufacturers like Lady Burd, Kosmetik Audrey Morris, Nature’s Own Cosmetics and Evetin, which are relatively accessible and publish private-label options. For brands needing more technical formulation development, Fuyue and MPlus are better choices. Chromavis, COSMAX, and TOKIWA have much larger development and manufacturing infrastructure, for larger or more established brands. Xiran Cosmetics is situated between these models, serving private label, OEM and ODM foundation development for startups and growing brands.

Important: MOQ figures are manufacturer-published information and can change by formula, shade count, pembungkusan, ujian, and order configuration. I would always confirm the current quotation before using an MOQ in your financial model.

How I Selected These Manufacturers

I didn’t select these companies just because they rank for the term “liquid foundation manufacturer.”

So for this list I looked for a couple of pieces of evidence.

Pertama, the manufacturer had to demonstrate an actual foundation or liquid foundation capability and not just claim it manufactures makeup. Kedua, I checked for any indication of private label, OEM, ODM or custom formulation services. Ketiga, I searched for evidence that the company had technical capabilities such as shade matching, pembangunan rumusan, packaging integration, testing or scale-up.

I also searched for something that often disappears from manufacturer lists and that’s who the manufacturer is actually good for.

A startup ordering a few hundred units per shade shouldn’t automatically go with the same supplier as a global beauty company gearing up for a 30- or 40-shade foundation launch.

This distinction is especially important with liquid foundation since the shade count can increase your inventory very quickly.

1. Lady Burd Cosmetics — USA

Terbaik untuk: Startups and indie beauty brands

If I was trying to keep the initial order relatively small I would look at Lady Burd as one of the first manufacturers.

The company has been producing cosmetics in Farmingdale, New York for over 50 years and provides both private label and custom formulation. Private label can be as little as 50 kepingan setiap teduhan, and stock-item orders can be as low as a $150 minimum, according to its current website.

Lady Burd Cosmetics-Private Label Foundation Manufacturer

More relevant to this particular list, Lady Burd actually manufactures liquid foundation products instead of simply listing ‘face makeup’. Its Perfect Finish Liquid Foundation is a water-based, oil-free product that offers light-to-medium coverage and the manufacturer offers customisable labelling with a minimum order of 50 kepingan. The company also talks about other kinds of foundation like Aloe Foundation and Full Coverage Matte Foundation.

I like this kind of supplier for a first launch because the founder doesn’t have to commit to a huge production run before they know whether the product sells.

One thing I would like to clarify before ordering: The 50-piece figure is most relevant to private-label products and shades, but custom fills and custom formulation can have different requirements. Lady Burd points buyers to its sales team for custom-fill quotes.

What I would ask Lady Burd: Can I get the same base of foundation in different custom colours, and what is the minimum quantity per colour, in my custom packaging?

2. Audrey Morris Cosmetics — USA

Terbaik untuk: Small U.S. jenama kecantikan

If you want U.S. production and a relatively easy to work with private-label model, then another manufacturer I would consider is Audrey Morris Cosmetics.

The company is a custom and private-label cosmetics manufacturer based in Florida and claims its chemists bring more than 57 years of formulation and manufacturing experience. It works for both small and large clients.

The foundation range of this is of particular relevance to this article. Currently the product catalogue includes Oil Free Foundation, Yayasan Penghidratan, BB Cream and Wet/Dry Dual Foundation. The oil-free, hydrating foundations are contained in 30 ml airless treatment pump bottles.

Audrey Morris -Private Label Foundation Manufacturer

The commercial entry point is also curiously transparent. Audrey Morris said orders need to be at least $200 and have at least three pieces of each colour or product. It also offers samples prior to an initial private label order.

Bagi saya, the interesting thing is not just the low entry quantity. It is the combination of a ready private label catalogue and the ability to work toward custom products. This gives a startup the flexibility to start out with a relatively simple foundation concept and move on to more customised products later.

Apa yang saya akan tanya: What foundation bases are available for private labelling today? How many shades can I order in one launch? What changes can I make without going into a full custom formulation project?

3. Nature’s Own Cosmetics — Canada

Terbaik untuk: Canadian startups and smaller online beauty brands

Kosmetik Alam Semulajadi (Kosmetik NOC) is a Canadian Private-Label Cosmetics manufacturer located in North York, Ontario.

What makes it relevant here is foundation is not buried in a general makeup catalogue somewhere. The brand has a good base collection with different liquid foundation products and shades. They also have smaller 15 ml versions and a current catalogue of 30 ml HD liquid foundations.

The 30 ml HD foundation range is especially interesting for brands looking for a traditional liquid foundation, rather than a powder or compact format. The formula is oil-free, buildable and medium to full coverage, and comes in multiple shades, according to the manufacturer.

Nature's Own -Private Label Foundation Manufacturer

NOC also markets itself as a private label manufacturer for start-ups, growing e-commerce businesses, retailers and established companies. Its website says it can work on formulations and support production to a brand’s specifications.

One of the more attractive points for a new founder is that the current product pages of the company says that there is no minimum order required for its custom-colored cosmetics program. Itu berkata, I would still confirm the exact MOQ for a branded foundation order as the economics can change depending on availability at the product level and custom packaging requirements.

If I was starting a small beauty brand in Canada or North America NOC would be number one on my quote list.

4. Evetin International — China

Terbaik untuk: Startups that want China manufacturing with flexible foundation options

Evetin is interesting in particular because it publishes a shockingly large amount of foundation-specific information.

The company provides private-label liquid foundation and OEM/ODM manufacturing services. Its current foundation pages detail matte, berembun, longwear and waterproof options, as well as shade matching, packaging customisation and formulation development.

Evetin International -Private Label Foundation Manufacturer

There is also useful information for start-ups. Evetin now offers 140 bottles per shade for its white-label foundation program and 500 bottles per shade for its private-label customisation program on one of its foundation pages. It also says that standard bottle moulds can be used at no mould fee.

I would be very conscious of the difference between white label and private label here. While a low MOQ may be available, it doesn’t mean that the same level of customisation can be applied to the formula, warna, pembungkusan dan penjenamaan.

Evetin’s general OEM page quotes a much higher standard range, 5,000–10,000 units for custom liquid foundation, but its private-label programs advertize lower figures. That tells me the development route is hugely important when comparing quotes.

That is why I would never compare two manufacturers on MOQ alone.

What I would ask Evetin: Is my project being quoted as white label, label peribadi, ODM, OEM? What changes are part of that quoted MOQ?

5. Fuyue Biotech — Taiwan

Terbaik untuk: Brands that need genuine formulation customization

If a brand has a clear foundation concept but needs help translating that concept into a workable formula, Fuyue Biotech is one of the manufacturers I would look at.

The company said that liquid foundation is one of its core OEM products, and it specifically mentioned support for formula development, coverage adjustment, kebolehsebaran, shade matching, packaging integration and customised pilot production.

I find the formulation focus more interesting than a generic “custom foundation” statement.

Fuyue Biotech-Private Label Foundation Manufacturer

Fuyue explores different texture directions from light and watery finishing, creamy textures and matte high coverage formulas. It also includes shade development for various markets and packaging sourcing or integration.

It does not have a single published MOQ. Fuyue says the MOQ varies per product and per project, which is more useful than publishing one number that only applies to one formula. The company also says that it offers samples prior to bulk production, and provides full end-to-end support ranging from formulation and ingredient sourcing to packaging and GMP-certified manufacturing.

I would be more interested in Fuyue’s formulation process than just finding the cheapest off-the-shelf foundation if I was developing a foundation with a particular finish, climate requirement, shade architecture, or skincare-meets-makeup idea.

6. MPlus Cosmetics — Italy

Terbaik untuk: Premium brands and Italian-made positioning

MPlus Cosmetics is a different product from the first few companies on this list.

Its current foundation manufacturing material is centred on the technical development of liquid, serum, matte and hybrid foundation concepts. Based in Inzago, near Milan, the company claims to have over 22 years of experience in specialised R&D dan pengeluaran.

Its published foundation portfolio includes an ultra-longwear matte liquid foundation, a luminous hydrating serum foundation, a clean tinted moisturizer/BB cream and an anhydrous cream stick foundation.

MPlus Cosmetics-Private Label Foundation Manufacturer

MPlus also publishes a manufacturing threshold that is much higher than the above startup-oriented companies. The existing base page mentions that typical standard custom liquid foundation MOQs start around 5,000–10,000 units per master formulation batch, with shade-level minimums being dependent on the project and packaging.

That tells me right away who needs to be thinking about this type of supplier.

If I’m a founder testing my first product with a few hundred units, MPlus probably wouldn’t be my first call. But if I’m creating a foundation collection that’s premium and want to consider formulation architecture, shade calibration, European manufacturing, packaging compatibility and a more technical development process, the equation is different.

The company also lists ISO 22716 / GMP manufacturing and regulatory support for international markets.

7. Chromavis — Italy and Global

Terbaik untuk: Innovative makeup development and brands that need scale

Chromavis also deserves to be in this list for another reason: it brings significant industrial and R&D infrastructure to colour cosmetics.

Its current company information today lists production and R&D capabilities in Italy, Perancis, Amerika Syarikat, Brazil, Poland, Ukraine, and other places. Importantly for foundation brands, the Richmond, Virginia facility lists Foundation among its bulk production and filling capabilities, while the Offanengo site in Italy supports R&D, pengeluaran pukal, filling and assembly for emulsions and other makeup technologies.

Chromavis-Private Label Foundation Manufacturer

What I found interesting is its Atelier & Start-Up Studio, especially for the startup reader.

Chromavis calls Atelier a “fast beauty product development” service for small brands, retailers and entrepreneurs. It claims the service can take a product from concept to production in three weeks, termasuk rumusan, packaging customisation and end-to-end development support.

That makes Chromavis more intriguing for an emerging brand than the simple scale of its production might indicate.

And I would not assume that every startup project gets the same commercial terms automatically as small private label supplier. Chromavis is, first of all, a very advanced development and manufacturing company.

My advice: For when the lowest possible MOQ is less important than innovation, formulation capability and scale, look to Chromavis.

8. COSMAX — South Korea and Global

Terbaik untuk: Established brands and global product development

COSMAX. You’d expect to hear this name when the conversation goes beyond basic private label and into large scale cosmetics ODM.

Hari ini, the company’s website lists services in formulation, pembuatan, penjenamaan, and global production. It has manufacturing facilities in Korea, China, Amerika Syarikat, Indonesia and Thailand.

Foundation is obviously one of its product expertises. The scope of COSMAX’s makeup capabilities covers foundation, Krim BB, Krim CC, buku asas, makeup base, concealer and cushion products, as published in its sustainability reporting. The report says COSMAX supplies beauty products to about 1,300 brand companies domestically and overseas.

COSMAX -Private Label Foundation Manufacturer

This is a good example of why I wouldn’t judge a manufacturer by whether or not they describe themselves as “private label.”

COSMAX is far more strongly positioned around ODM and product development at scale. The company says that historically, lebih daripada 90% of its total sales came from the ODM model, in which it researched, developed and made products for brand customers.

This is probably not the first supplier I would go to if I was a small startup looking for 200 bottles of a stock foundation.

For an established brand building a differentiated foundation range across multiple markets, COSMAX becomes far more relevant.

9. TOKIWA Corporation — Japan

Terbaik untuk: Established brands seeking Japanese color-cosmetics expertise

Another manufacturer that I would say is more OEM/ODM than traditional low-MOQ private label is TOKIWA.

The company, ditubuhkan pada 1948, says it is a leading OEM manufacturer of colour cosmetics in Japan. TOKIWA has experience working with both large domestic and overseas beauty brands and startups, its president says.

In particular its foundation capability is obvious. TOKIWA’s product information includes powder foundation, liquid foundation and cream foundation. The foundation OEM material also covers cushion and other formats.

TOKIWA Corporation-Private Label Foundation Manufacturer

The company also talks about developing the formulation and packaging side by side, which I think is especially important for foundation. A foundation is not just a bulk formula; the viscosity, dispensing system, package geometry, closure and filling process all have to work together.

But there is a significant commercial difference.

The company currently says its standard contract manufacturing begins at 3,000 units and its OEM business is for corporate customers. It also says it does not currently deal in fully original products in such quantities as 50 kepingan.

If I was a serious beauty company, not a very early stage founder, TOKIWA would be a lot more interesting.

10. XIRAN Cosmetics — China

Terbaik untuk: Startups and growing brands looking for private label, OEM, and ODM flexibility

Kosmetik XIRAN is a flexible partner between startup-oriented private labelling and full custom OEM/ODM development.

The company’s current foundation manufacturing page specifically discusses liquid foundation, and also powder and cream foundation. The concepts released are full-coverage, menghidratkan, silk, tinted serum and waterproof liquid foundation concepts.

I find the combination of formulation and packaging support particularly relevant for a startup.

Worker in blue protective suit and mask during a cosmetic product packaging process on an automated assembly line with pink cartons.

XIRAN Cosmetics says that the brands can customise the foundation according to skin tone, jenis produk, function, and package. The package can be airless pump bottle, botol pam, botol penitis, stick, cushion case, balang, cosmetic tube, dll.

The company also says it has more than 15 years of liquid foundation production experience, a foundation formula library, GMP/ISO 22716-related manufacturing credentials and global OEM/ODM services.

For a founder, I would also look at the more general product-development service, not just the foundation factory in isolation. XIRAN is a development process which connects the initial product brief to formulation, persampelan, pembungkusan, ujian, production and market requirements.

What Manufacturer is Right for Your Brand?

After seeing those manufacturers I wouldn’t choose based on the company with the prettiest factory.

My own business model would be the place to start.

If I was starting my first foundation on a small budget

I would investigate:

  • Lady Burd
  • Kosmetik Audrey Morris
  • Kosmetik Alam Semulajadi
  • Evetin

Such companies offer more accessible private-label options or lower-entry programs. That can be important when you’re still figuring out your product-market fit.

If I wanted a more customized foundation

I would look more closely at:

  • Bioteknologi Fuyue
  • MPlus Cosmetics
  • Kosmetik XIRAN
  • Chromavis

Here I would be less concerned with the cheapest unit price and more concerned with the manufacturer’s ability to adjust formula, tekstur, liputan, teduh, packaging and production specifications.

If I were an established beauty brand

Saya akan pertimbangkan:

  • COSMAX
  • Chromavis
  • TOKIWA
  • MPlus Cosmetics

These manufacturers make more sense if the project includes sophisticated R&D, global production, technical development or higher volume manufacturing.

How I Would Rank Brands of Liquid Foundation

The biggest mistake I see with manufacturer sourcing is that MOQ is the deciding factor.

For liquid foundation I’d be looking at least seven items.

1. . MOQ per shade, not per product

It is one of the most important questions.

Say that a manufacturer has a MOQ of 500 unit.

That sounds do-able.

Then you find the MOQ is actually 500 per colour.

Now it’s a 12-shade launch:

500 x 12 = 6000 unit

“That’s a very different commitment to inventory.”

This is why I would always ask:

“What is the minimum quantity per shade and can you make multiple shades off the same master batch?

That is a much more useful answer than just a generic MOQ number.

2. Shade Development

Foundation is one of the most shade sensitive cosmetics.

I would ask the manufacturer could:

  • Match an existing shade
  • Adjust undertones
  • Develop warm, cool, and neutral shades
  • Create olive undertones
  • Match a physical reference
  • Build a shade range from scratch
  • Maintain shade consistency during scale-up

I would also like to know how the approved makmal shade becomes the production master standard.

A colour that looks perfect in a lab sample but changes a lot after production is a much bigger issue than a slightly higher manufacturing quote.

3. Formula Performance

I wouldn’t buy a foundation because it feels nice in my hand.

The assessment should consider:

  • Coverage
  • Blendability
  • Finish
  • Transfer resistance
  • Wear time
  • Oxidation
  • Settling
  • Patchiness
  • Separation
  • Compatibility with primer
  • Compatibility with different skin types

If the foundation is for oily skin, kulit kering, kulit matang, humid climates, or long wear use, this should be specified in the product brief from the start.

4. Packaging Compatibility

The bottle is a part of the formulation system.

A thin serum foundation might need a different dispensing mechanism than a high-viscosity foundation.

You might consider, contohnya:

  • Airless pump
  • Standard pump
  • Glass bottle
  • Plastic bottle
  • Dropper
  • Tube
  • Kusyen
  • Custom component

I would ask the manufacturer if the final formula has been tested in the actual primary package before ordering in bulk.

Contohnya, Xiran has several foundation packaging types listed on the public website, including airless pumps, botol pam, penitis, tongkat, cushions, balang, dan tiub.

5. Testing and Quality Control

I would like to see the actual testing plan from the manufacturer not a blanket statement like “quality guaranteed”.

The development program may include stability testing, microbiological testing, keserasian pembungkusan, physical and chemical specifications and other safety or performance evaluations, depending on the formula and target market.

It is also important for U.S. products to understand that FDA does not pre-approve most cosmetics, but that companies are responsible for product safety, and under MoCRA, responsible persons are required to maintain adequate safety substantiation.

That means FDA registered should not be treated the same as FDA approved.

Sebenarnya, FDA specifically states that cosmetic facility registration and product listing is not an approval program and FDA does not issue certificates verifying such registration or listing.

6. Sokongan Kawal Selia

If I’m going to sell internationally, I want the manufacturer to tell me very specifically what documentation it’s able to provide.

For the U.S., this can include support around MoCRA-related requirements, maklumat produk, safety substantiation and labelling.

For the EU, I would ask about:

  • Responsible Person
  • Fail Maklumat Produk
  • Laporan Keselamatan Produk Kosmetik
  • Ingredient compliance
  • CPNP notification
  • Labeling

The main legislation for cosmetic products on the EU market is Regulation (SPR) Tidak 1223/2009 of the EU and the responsible persons have to notify the products through the CPNP according to the European Commission.

If your foundation has an SPF claim, I would flag that in the initial discussion rather than adding it to the product at the end. Di Amerika Syarikat, makeup with sun-protection claims is regulated as a cosmetic and a drug.

7. Scale-Up Capability

A manufacturer might be great for lab samples but not so great for a big commercial launch.

Therefore I would ask:

  • What is the normal commercial batch size?
  • How is shade consistency controlled?
  • Can the same formula be reproduced six months later?
  • Are raw materials sourced consistently?
  • Can packaging supply support a larger order?
  • What happens if demand suddenly increases?
  • Can the manufacturer support multiple markets?

This is particularly important for a foundation, as you might end up needing 10, 20 atau 30+ shades of your brand.

Liquid Foundation Private Label vs OEM vs ODM

The terms are often used interchangeably but can mean very different things commercially.

Factory workers wearing blue uniforms and masks assembling makeup primer tubes and packaging at an assembly line.

Label Putih

You buy an existing manufacturer formula and sell it under your own label.

Sesuai untuk: Startups that want to reduce development complexity, get to market faster.

ODM

The manufacturer takes a platform of existing technology or formula and builds it around your requirements.

Sesuai untuk: Brands that want to be different but don’t want to start from square one.

OEM / Formulasi Tersuai

The formula is made to match your specifications or a formula that the brand already has.

Terbaik untuk:Brands requiring additional product differentiation or specific performance criteria.

Custom formulation sounds more premium but I wouldn’t go for it necessarily.

If I already have the coverage, selesai, shade performance and sensory profile I need in an existing foundation, it might not generate enough commercial value to spend that much more on development.

My Advice for a First Private Label Foundation Launch

If I was starting a foundation brand from scratch I would resist the urge to launch 20 shades at the get go.

I would first find the customer and the most critical foundation problem.

Perhaps the positioning is:

Base for dry skin, light weight

atau .

Matte foundation long wear for oily skin

atau:

Foundation serum for natural everyday wear

Then I would have the manufacturer build the formula and shade architecture around that concept.

I’d rather see a smaller number of well developed shades with clear undertones than a large shade range that is difficult to manage for a first launch.

I would also test the foundation against the products that my customers actually use.

If the brand is targeting everyday consumers I would test it with everyday skincare and primer combos.

If the positioning is professional or long-wear, I would test it under more challenging conditions.

The objective is not simply to approve a sample.

The aim is to ensure the sample is representative of the product I want to sell.

Bawa Pulang Akhir: The Best Manufacturer Depends on Your Business Stage

There is no single best private label liquid foundation manufacturer for every brand.

A startup with a limited budget may value low MOQ and ready-made formulas more than a huge R&D jabatan.

A growing brand may care more about shade matching, formulasi tersuai, pembungkusan, and repeatability.

An established brand may prioritize inovasi, global compliance, kapasiti pengeluaran, and supply-chain stability.

That is why I would shortlist manufacturers differently depending on where the business is today.

If Your Priority Is…Manufacturers I Would Investigate First
Very low entry quantityLady Burd, Audrey Morris
Canadian private labelKosmetik Alam Semulajadi
China + label peribadi yang fleksibelEvetin, DITUTUP
Custom foundation formulationFuyue, MPlus, DITUTUP
Italian premium positioningMPlus, Chromavis
Japanese manufacturingTOKIWA
Global-scale ODMCOSMAX, Chromavis
Startup-to-growth flexibilityDITUTUP, Evetin

Bagi saya, the best manufacturer is ultimately the one that can meet the formula, teduh, pembungkusan, MOQ, pematuhan, kualiti, and scale requirements at the same time.

A low unit price is not much of an advantage if the shade range is too expensive to launch. A famous manufacturer is not necessarily the right choice if its MOQ is far beyond your inventory budget. And a low MOQ is not useful if the formula cannot be differentiated.

That is the real comparison I would make before signing a foundation manufacturing agreemen
