When I see skincare manufacturers in Portugal I’m not just looking for a factory that can fill creams or serums. I am looking for a partner to support me with formulation, packaging, sampling, documentation, quality control, production planning and EU market readiness.
That’s important, because private label skincare isn’t just slapping your logo on a jar. To be successful, a product needs the right texture, a stable formula, compatible packaging, a compliant label, a realistic MOQ and a product story that makes sense for your target customer.

Fourmag might be of interest to brands that are looking at:

But ISO 13485 is mainly associated with medical-device quality systems and should not be provided as an alternative to cosmetic ISO 22716 certification.
Skincare brands should independently verify the specific cosmetics production facility is ISO 22716 compliant and ask for samples of facial serums, creams, cleansers or other applicable products produced in the past.
Fourmag is best described as a multi-disciplinary manufacturer, not a factory for premium facial skincare.
10. Manulena

Manulena started with candles, then branched out into reed diffusers and cosmetics.
The company claims it began cosmetic R&D in 2016 and now manufactures candles, diffusers and cosmetic products for international brands.

Manulena is most relevant for brands wanting to build a sensory lifestyle collection, combining cosmetics with candles, diffusers and home fragrance.
It is not the best option on this list for technical facial skincare or advanced serum development.
If fragrance, gifting, packaging presentation, hospitality or a coordinated home-and-body concept are more important than a large selection of clinical-style facial treatments, brands should consider it.
Why look for Skincare Manufacturers in Portugal?
For beauty brands that want European manufacturing, private label skincare, cosmetic compliance support, natural or sustainable product concepts and access to the wider EU market, Portugal is a pragmatic choice.
Portugal may be particularly well placed for brands developing:

The best supplier is not necessarily the company at the top of the list. It is the manufacturer whose formula system, MOQ, packaging network, compliance support, and production model fit the brand’s actual launch plan.
Portugal International OEM/ODM Partner or Manufacturer?
If you care about EU based production, Portuguese manufacturing, natural beauty positioning, hotel amenities, solid cosmetics or local European supply, a skincare manufacturer in Portugal could be a good fit.
But for every skincare project, producing in Portugal is not the only route. Some brands may need more packaging options, broader formula categories, lower development costs, faster sampling and more robust global export support before they launch in Europe.”
And I would not present Xiran Cosmetics as a Portuguese manufacturer, because it is not.
