Top 10 Private Label Skincare Manufacturers in Portugal

Table of Contents

Portugal is growing in interest for beauty brands seeking European manufacturing without always targeting the larger markets such as France, Italy, Spain, Germany or the UK.

When I see skincare manufacturers in Portugal I’m not just looking for a factory that can fill creams or serums. I am looking for a partner to support me with formulation, packaging, sampling, documentation, quality control, production planning and EU market readiness.

That’s important, because private label skincare isn’t just slapping your logo on a jar. To be successful, a product needs the right texture, a stable formula, compatible packaging, a compliant label, a realistic MOQ and a product story that makes sense for your target customer.

There is a mix of manufacturers in Portugal. Some are more strong in skin care and private label cosmetics. Others are working on building natural or sustainable products. Some are more suitable for solid cosmetics, hotel amenities, fragrance-led beauty or wider personal care. This gives brand owners the opportunity to select from a number of options depending on whether they want a quick private label launch, a custom skincare formula, a spa line, or an entire personal care line.

In this guide I review 10 skincare manufacturers in Portugal worth considering for private label skincare, OEM cosmetics, custom formulation, natural beauty, solid cosmetics and EU-ready beauty projects.

1. Tecnocosmética

Place: Frielas, Lisbon Region
Best for: Brands looking for a complete, comprehensive skincare manufacturer in Portugal

Tecnocosmética is one of the most consolidated and relevant companies in Portugal for brands looking for skincare manufacturing in particular.

The company has been in business for over 30 years and makes products for the face, body and hair. It has its own factory and laboratory in the Lisbon area and claims its manufacturing system is ISO 22716 cosmetic Good Manufacturing Practices certified.

Private Label Skincare Manufacturers in Portugal

Possible product range:

  • Face washes
  • Toners and essences
  • Serums
  • Facial creams
  • Body milks
  • Beauty Products.
  • Scalp & Hair Treatment
  • Grooming products for men

Tecnocosmetics is particularly well suited to brands that wish to develop several products with the same manufacturing partner, rather than purchasing a single, ready-made formula.

There is no standard MOQ published on the website. This generally means that minimums are based on the formula, packaging, fill volume, printing requirements and total annual order forecast.

Brands should find out if the company provides stock formulas, semi-custom development or only project-specific formulation.

2. Fancystage

Location: Trofa, Porto District
Best for: Established skincare brands, retailers, pharmacy chains, and higher-volume projects

Fancystage is a Portuguese skin and body-care manufacturer focused on private label and contract manufacturing.

The company can develop a new product concept, improve and manufacture a customer’s existing formula, or supply a standard turnkey product under the customer’s brand.

Private Label Skincare Manufacturers in Portugal

Its product expertise covers areas such as:

  • Moisturizers
  • Anti-aging skincare
  • Facial cleansers
  • Serums and toners
  • Eye care
  • Face masks
  • Lip care
  • Body care
  • Sun protection
  • After-sun products
  • Self tanners
  • Professional & Spa Products

Fancystage has a big production capacity with a production site of around 8,000 square meters. It has served international brands, supermarkets, wholesalers, pharmacy chains, perfumery groups and clothing companies.

That’s why Fancystage is a better fit for brands with established distribution or serious production forecasts than for founders who might only want 100 completed units.

The company doesn’t have a standard MOQ. When making a quotation request brands need to mention product type, packaging format, fill capacity and expected order volume.

3. Prom Cosmetics

Region: Portugal
Best for: Brands looking for a fully customised and exclusive skincare formula

Prom Cosmetics provides private label product development services from the initial concept through formulation, samples, packaging, testing, registration and finished production.

It has skincare capabilities such as facial creams, serums, cleansers, toners, masks, eye products, exfoliating products and other personal care formats.

Private Label Skincare Manufacturers in Portugal

Prom differs from manufacturers that mostly sell white label ready-made formulations, focusing instead on developing a formula from scratch based on the brand’s chosen ingredients, texture, fragrance, and positioning. It also handles packaging, label design, mandatory testing and European registration support.

Prom publicly lists:

  • An MOQ of 1,000 units per reference
  • Fully customized packaging and labels
  • An approximate project timeline of 90 days
  • Support with Infarmed and CPNP-related regulatory procedures

The exact schedule can vary according to formula complexity, testing requirements, packaging availability, and legal registration.

Prom Cosmetics is a practical choice for founders who have a defined product concept and enough launch capital to support a 1,000-unit production run.

4. DLAB Custom Cosmetics

Location: Portugal
Best for: Startups, influencers, e-commerce brands, and low-inventory product testing

DLAB Custom Cosmetics offers one of the lowest publicly stated MOQs among Portuguese cosmetic manufacturers.

Its private label program allows customers to select and customize existing products online, including formula options, key ingredients, fragrance, color, and packaging. Its skincare catalog includes products such as facial creams and serums, alongside lip care, body care, makeup, and selected hair care products.

Private Label Skincare Manufacturers in Portugal

For standard private label products, DLAB states:

  • MOQ from 100 units
  • Online product customization
  • Samples before commercial production
  • GMP-aligned manufacturing
  • Mandatory documentation and testing
  • Products prepared for EU-market compliance
  • Typical delivery targets of approximately 45 to 90 days, depending on the project

More advanced or fully custom developments can require between approximately 500 and 5,000 units.

DLAB is particularly suitable for brands that want to validate their market before investing in a large production run.

The trade-off is that its lowest-MOQ products are usually based on existing formula and packaging systems. A fully exclusive formula or custom-molded package will normally require a larger commitment.

5. Pharmapoli

Location: Tortosendo, Covilhã area
Best for: Scientific skincare, pharmacy-channel products, and technically structured projects

Pharmapoli is the manufacturing division of an integrated development ecosystem specializing in cosmetics, biocides, medical devices, and other specialized products.

The company provides contract manufacturing, private label, and white label services. It states that it manages the process from initial concept through product development and final production.

Private Label Skincare Manufacturers in Portugal

Its manufacturing formats include:

  • Liquids
  • Semi-solid products
  • Selected melted-solid formats

For skincare, these capabilities may support products such as cleansers, serums, creams, gels, balms, and multifunctional personal-care products, depending on the company’s equipment and product classification.

Pharmapoli states that its cosmetics activities comply with the Good Manufacturing Practice criteria defined in ISO 22716. It also emphasizes minimalist formulations, multifunctional products, biodegradable ingredients, and more sustainable production choices.

This manufacturer is especially relevant for companies operating in pharmacy, professional beauty, healthcare, or science-led skincare channels.

MOQ information is not publicly available, so brands should submit a detailed formulation and production brief before comparing Pharmapoli with conventional beauty manufacturers.

6. NORTEMPRESA

Location: Braga
Best for: Brands combining skincare, body care, hygiene, perfume, and fragrance products

NORTEMPRESA is a Portuguese perfume and cosmetics manufacturer founded in 2006 and based in Braga. Its business focuses on private label and contract manufacturing.

Private Label Skincare Manufacturers in Portugal

The company’s wider capabilities include:

  • Skincare
  • Body care
  • Hygiene products
  • Perfume
  • Fragrance development
  • Home fragrance
  • Product filling
  • Private label manufacturing

NORTEMPRESA may be especially useful for a lifestyle brand that wants to create a coordinated collection, such as a scented body wash, body lotion, hand cream, perfume, and home diffuser.

It appears to be more fragrance-oriented than companies such as Tecnocosmética or Fancystage. Brands seeking highly specialized facial serums or advanced active skincare should therefore request examples of previous facial-care formulations and the company’s available testing capabilities.

7. Skingreen

Location: Region of Leiria
Great for: Small to medium brands seeking cosmetics and fragrance development in Portugal

Skingreen is a Portuguese company dedicated to the development and manufacturing of cosmetics and home fragrances.

This positioning could suit brands who are interested in:

  • Cosmetics for face and body
  • Products in natural position or botanical
  • Body and hand care
  • Soaps and cleaning agents
  • Personal care products led by fragrance
  • Home fragrance extensions

Current MOQ, skincare catalogue, manufacturing certifications and formula-development process details are not readily available.

Skingreen should be treated as a potential manufacturer to be investigated, not as a supplier whose exact ability can be fully assessed based on its website alone.

Ask before adding it to a final sourcing shortlist:

  • An updated product catalogue
  • Data from Factory and Laboratory
  • Cosmetic GMP or ISO 22716 files
  • Stock formulas
  • Minimums for custom formulation
  • Testing and regulatory services
  • Sample development cost
  • Lead times for production

For brands that appreciate local Portuguese production and want to negotiate a more individualised project directly with the supplier, Skingreen could be relevant.

8. Groupe GM Cosmética Portugal

Location: Viana do Castelo, Neiva
Best for: Solid skincare, personal care on low plastic, hotel products and sustainable formats

Groupe GM Cosmética Portugal is specialised in the development and manufacturing of solid personal-care cosmetics.

The company launched its Portuguese production facility in 2018. It says its operations have been developed on ISO 22716 Good Manufacturing Practice, ISO 9001 Quality Management and ISO 14001 Environmental Management standards.

Its private label and white label capabilities are especially relevant to products such as:

  • Solid facial cleansers
  • Cleansing bars
  • Solid body cleansers
  • Shampoo bars
  • Conditioner sticks
  • Massaging products solid
  • Hotel facilities
  • Water-free personal-care products

The company is not a direct competitor to an old-school serum and cream maker. Its value lies in its focus on solid formats, sustainable development and personal-care bars.

It means that Groupe GM is a strong candidate for brands built on waterless beauty, travel-friendly products, reduced-plastic packaging or hospitality distribution.

There appears to be no obvious published information on MOQ and this needs to be confirmed for both standard white label products and custom private label developments.

9. Fourmag

Location: Moreira de Conegos
Best for: Professional, pharmacy, spa, hygiene & multi-category projects

Fourmag develops and manufactures products for the cosmetics, hygiene, pharmacy, spa, professional care, medical devices, biocides and other technical categories.

The company provides private label services, backed by product-development know-how and a laboratory capable of doing so. It lists certifications to ISO 9001 and ISO 13485 on its website.

Fourmag might be of interest to brands that are looking at:

  • Professional Make-up
  • Spa items
  • Hygiene items
  • personal care pharmacy channel,
  • Products for skin and body specific needs
  • Projects that combine cosmetics with adjacent health categories

But ISO 13485 is mainly associated with medical-device quality systems and should not be provided as an alternative to cosmetic ISO 22716 certification.

Skincare brands should independently verify the specific cosmetics production facility is ISO 22716 compliant and ask for samples of facial serums, creams, cleansers or other applicable products produced in the past.

Fourmag is best described as a multi-disciplinary manufacturer, not a factory for premium facial skincare.

10. Manulena

Location: Mira de Aires,
Best for: Fragrance-led body care, gift collections, hospitality, lifestyle brands

Manulena started with candles, then branched out into reed diffusers and cosmetics.

The company claims it began cosmetic R&D in 2016 and now manufactures candles, diffusers and cosmetic products for international brands.

Its cosmetics line includes body and hand-care formats such as:

  • Hand Lotion
  • Soap liquid
  • Products for Body
  • Personal Care Fragrance
  • Home and body collections coordinated

Manulena is most relevant for brands wanting to build a sensory lifestyle collection, combining cosmetics with candles, diffusers and home fragrance.

It is not the best option on this list for technical facial skincare or advanced serum development.

If fragrance, gifting, packaging presentation, hospitality or a coordinated home-and-body concept are more important than a large selection of clinical-style facial treatments, brands should consider it.

Why look for Skincare Manufacturers in Portugal?

For beauty brands that want European manufacturing, private label skincare, cosmetic compliance support, natural or sustainable product concepts and access to the wider EU market, Portugal is a pragmatic choice.

Portugal may be particularly well placed for brands developing:

  • Face Creams, Serums, Cleansers, Toners, Masks etc.
  • Hair care, body care and personal care products
  • Natural, organic inspired or sustainable skin care products
  • Solid cosmetics Hotel toiletries and spa products
  • Low MOQ Private Label Beauty Project
  • EU-Ready Skin Care Products for Salons, Spas, Shopify, Amazon, Distributors, Hotels and Retail Channels

Portugal International OEM/ODM Partner or Manufacturer?

If you care about EU based production, Portuguese manufacturing, natural beauty positioning, hotel amenities, solid cosmetics or local European supply, a skincare manufacturer in Portugal could be a good fit.

But for every skincare project, producing in Portugal is not the only route. Some brands may need more packaging options, broader formula categories, lower development costs, faster sampling and more robust global export support before they launch in Europe.”

And I would not present Xiran Cosmetics as a Portuguese manufacturer, because it is not. It is a China based skincare and cosmetics OEM/ODM manufacturer supporting private label brands with formula development, packaging customisation, sample development, bulk production and export ready beauty projects.

For brands that want to sell in Europe and do not specifically need “Made in Portugal” or “Made in EU” on the product, an experienced overseas OEM/ODM partner can also be a practical alternative. The best choice depends on the direction of your formula, packaging needs, MOQ, budget, documentation needs, target market, and launch schedule.

Final Thoughts

If you are a brand looking to develop private label skincare, natural cosmetics, body care, hair care, solid cosmetics, hotel amenities, spa products or EU-ready beauty launches, Portugal has some great skincare manufacturing opportunities for you.

Before you select a manufacturer, compare formula capability, minimum order quantity (MOQ), packaging support, sample process, production lead time, quality documents, testing support, documentation ability, and experience with your target market. The right partner is not always the biggest manufacturer, but the one that best fits your product direction, budget and launch plan.
