Every cosmetic product starts with an idea. At XIRAN Cosmetics, we help turn that idea into a product that can be formulated, tested, manufactured and prepared for market.
You may come to us with a complete product brief, a benchmark product you want to improve, an ingredient concept, or simply an idea for the type of product your customers need.
From there, our product development team works with you through formulation, sampling, packaging, testing and production — helping connect your brand vision with what is technically and commercially achievable.
Turning Your Cosmetic Idea Into a Real Product

A product concept often begins with a few simple requirements.
Perhaps you want a serum with a lightweight skin feel, a foundation with a particular finish, a setting spray with a finer mist, or an entire hair care range built around one consumer need.
Our first job is to understand what the product should actually be.
We look at the target customer, benchmark products, desired texture and performance, ingredient direction, packaging, target price, market requirements and launch plan.
These details form the foundation of the development brief.
From there, we can determine whether an existing formula already fits the concept, whether a formula should be modified through ODM development, or whether the product needs to move into custom formulation.
How Our Cosmetic Product Development Process Works

1. Product Concept & Development Brief
We begin with your idea.
Together, we define the product category, target customer, desired benefits, texture, fragrance, ingredient direction, benchmark products, packaging expectations and target market.
A good brief gives our formulation team a much clearer picture of what the finished product should look and feel like.
2. Formula & Ingredient Development
Once the product direction is clear, our R&D team begins working on the formula.
Depending on the project, this may involve selecting an existing base, modifying a proven formula or developing a new formulation around your requirements.
Raw materials, active ingredients, texture, viscosity, fragrance, appearance and product performance are considered as part of the complete formula rather than as separate decisions.
Our development capabilities cover skin care, hair care, body care, sun care and selected cosmetic products.
3. Prototype & Sample Evaluation
The first laboratory sample is rarely the end of development.
Samples allow your team to experience the product in a much more practical way.
Does the texture feel right?
Is the fragrance too strong?
Does the foundation have the finish you expected?
Does the serum absorb the way your target customer would prefer?
Your feedback is then used to refine the formula until an agreed product direction is reached.
This stage is where an idea starts becoming something much more tangible.
4. Packaging, Testing & Product Compatibility
The formula and packaging need to work together.
A good serum can still create a poor consumer experience if the pump does not dispense it properly. A setting spray can have the right formula but the wrong spray pattern. A thick cream may require a completely different packaging system from a lightweight lotion.
For this reason, packaging selection is considered alongside product development.
Depending on the project and target market, the product may also require stability, compatibility, microbiological or other relevant evaluations before commercial production.
5. From Laboratory to Production
An approved laboratory sample still needs to work at manufacturing scale.
This is an important part of cosmetic product development.
Mixing conditions, production equipment, filling and larger batch sizes can influence how a formula behaves.
Our R&D and manufacturing teams work together to transfer the approved product from laboratory development into commercial production while maintaining the agreed product specifications.
Packaging, filling, decoration and final assembly are then coordinated as part of the production process.
6. Regulatory & Market Preparation
Where the product will be sold should be considered before it reaches production.
Different markets can have different requirements for ingredients, product claims, labeling and documentation.
XIRAN Cosmetic supports brands with product documentation and regulatory preparation and can coordinate additional third-party testing, certification or compliance services when required.
Considering these requirements earlier helps reduce the risk of having to change the formula or packaging shortly before launch.
Product Development Is More Than Choosing Ingredients
It is easy to begin cosmetic development with a list of trending ingredients.
But consumers eventually experience the complete product.
They notice how a moisturizer spreads, whether a serum layers well with sunscreen, whether a foundation changes color during wear and whether a pump continues working until the bottle is empty.
This is why we look at formulation, packaging and application as connected parts of product development.
An impressive ingredient list can help tell the product story, but the texture, performance and everyday user experience are what bring that story to life.

Our role is to help you build the development path from there.
From Concept to Cosmetic Product
A successful cosmetic product is rarely created by one decision.
It develops through a series of connected choices — formula, ingredients, texture, packaging, testing, production and market requirements all need to work together.
At XIRAN Cosmetics, we work alongside brands throughout that process, helping transform early ideas into products that are practical to manufacture and ready for the next stage of the market journey.
