A founder may imagine that a private label cosmetics project starts with choosing a serum from a catalog, adding a logo, and placing an order.
Sometimes the process is relatively straightforward. But even then, there are usually more decisions behind the finished product than the customer ever sees: formula confirmation, packaging selection, sample revisions, artwork, testing, compatibility checks, bulk manufacturing, filling, quality control, documentation, and final packing.
That is also why the term private label cosmetics can be misleading.
One manufacturer may use “private label” to describe finished products held in stock and waiting for branding. Another may use the same term for a project that starts with a mature formula but is manufactured as a new batch after the brand confirms the formula, packaging, artwork, and order details.
Those are very different manufacturing models.
Private label cosmetics manufacturing usually starts with an existing or mature formula, but that does not necessarily mean the manufacturer keeps finished products in stock.
For a beauty brand, the useful question is not simply, “Do you offer private label?”
It is:
What exactly happens between my product idea and the finished products being ready to ship?
That is what this guide explains.

What Does Private Label Cosmetics Manufacturing Mean?
In practice, private label cosmetics manufacturing usually means that a brand uses some portion of a manufacturer’s existing product-development foundation instead of developing every part of the product from zero.
That foundation may include a mature formula, an existing packaging option, a tested texture direction, or an established manufacturing process.
Depending on the manufacturer and the project, the brand may still be able to adjust:
- fragrance
- color
- texture
- selected ingredients
- packaging
- bottle or jar decoration
- labels
- cartons
- product positioning
Some manufacturers allow only minor adjustments to existing formulas. Others support substantial reformulation through custom formulation and product development.
Packaging works the same way. A brand may select a bottle already available from a packaging supplier, customize the printing and label, and avoid the cost and MOQ of developing an entirely new container.
That is very different from taking an already filled bottle from warehouse stock and putting a different logo on it.
This distinction matters because it changes the MOQ, development time, testing requirements, cost structure, and amount of brand differentiation available.
Private Label vs. OEM vs. ODM vs. Custom Formulation
Cosmetics manufacturers do not use these terms consistently, so brands should avoid making sourcing decisions based on terminology alone.
A practical way to think about them is:

The boundaries overlap.
An ODM project might use a mature formula as its starting point. An OEM project may include extensive formulation work. A private label product can sometimes be customized far beyond a simple label change.
So instead of asking whether a manufacturer is “private label,” “OEM,” or “ODM,” ask what is included:
Can the formula be modified? Who owns the formula? What packaging can be changed? What testing is available? What is the MOQ after customization?
Those answers are much more useful than the label attached to the service.
If you are comparing suppliers, it is also useful to look beyond terminology and understand their actual cosmetics manufacturing capabilities, including formulation, packaging support, production, and quality management.
Step 1: Build a Product Brief Before Asking for Samples
One issue we often see at the beginning of a cosmetics project is a brief that is too broad.
For example:
“I want an anti-aging serum.”
That tells the R&D team very little.
An anti-aging serum could be a lightweight peptide serum for oily skin, a richer barrier-support product for mature skin, a fragrance-free clinical concept, or a luxury oil-serum hybrid.
A more useful brief would be:
“We want a lightweight anti-aging serum for the UK market, positioned for women 30+, with a non-sticky finish, fragrance-free positioning, niacinamide and peptides, and premium airless packaging.”
Before formula development begins, a brand should ideally clarify the product category, target customer, target market, pricing position, desired texture, fragrance direction, key ingredients, ingredients to avoid, packaging style, estimated first-order quantity, and intended claims.
The target retail price matters too.
A formula and package designed for a $25 serum may look very different from one intended to retail at $85.
The clearer the brief, the fewer unnecessary rounds of sampling usually follow.
This is why a structured cosmetic product development process should begin with the commercial and product brief rather than immediately producing laboratory samples.

Step 2: Select the Formula
Once the product direction is clear, the manufacturer can recommend a development path.
For a private label project, this often means choosing among several options:
- Use an existing mature formula with little or no change.
- Start with a mature formula and make limited adjustments.
- Benchmark the sensory profile or positioning of a reference product.
- Move into more extensive custom formulation.
Ingredient lists matter, but they should not be the only thing a brand reviews.
Two serums can contain similar headline ingredients and feel completely different on the skin.
One may absorb in seconds and leave a dry finish. Another may feel cushioned, glossy, or slightly tacky. One may work smoothly through an airless pump, while another may be too viscous for the same dispenser.
When reviewing a formula, evaluate:
- texture
- viscosity
- spreadability
- absorption
- after-feel
- fragrance
- appearance
- compatibility with the intended package
- intended claims and positioning
For many beauty products, sensory experience is part of product performance.
Consumers rarely compare products by INCI list alone. They also notice whether a serum pills under sunscreen, whether a cream feels greasy, whether a cleanser rinses cleanly, or whether a pump dispenses too much product.
For projects that need more than a mature formula, the manufacturer’s cosmetic R&D laboratory becomes particularly important. The laboratory team may need to adjust raw materials, viscosity, sensory profile, color, fragrance, or other formula characteristics before a sample is ready for brand review.
Step 3: Select Packaging
Packaging selection is not simply a matter of finding the nicest bottle.
The container becomes part of the manufacturing system.
A brand may choose among bottles, jars, tubes, droppers, pumps, airless containers, sachets, and other formats. Then come secondary decisions: material, capacity, finish, color, printing, labels, caps, pumps, cartons, inserts, and shipping protection.
A useful distinction is between existing packaging options and fully customized packaging.
Existing packaging does not necessarily mean finished stock products. It means the bottle, jar, tube, or component already exists as a supplier’s standard packaging format and can usually be ordered without creating a new mold.
Fully customized packaging may involve custom colors, coatings, molds, components, decoration, or structural changes.
That additional customization can affect:
- MOQ
- unit cost
- tooling cost
- lead time
- formula compatibility
- dispensing performance
- brand differentiation
This is where many first-time brands encounter an unexpected MOQ issue.
A manufacturer may be able to produce the formula at a relatively modest batch size, but the supplier producing a custom-colored airless bottle may require a significantly larger order.
The packaging supplier’s MOQ can become the real MOQ of the finished project.

Step 4: Develop and Review Samples
The first sample is rarely just a pass-or-fail exercise.
It should be treated as a controlled product-development step.
Suppose the first three rounds look like this:
Sample 1:
Texture is good, but the fragrance is too strong.
Sample 2:
Fragrance is corrected, but the brand wants faster absorption.
Sample 3:
Absorption is adjusted and the texture is approved.
That may sound simple, but problems appear when feedback comes from several people at once.
We have seen projects where one person asks for a richer texture while another asks for a lighter texture. A third person approves the original version. Weeks later, nobody is completely sure which sample represents the final decision.
Every sample version should therefore be identifiable and documented.
Feedback should ideally be consolidated by one decision-maker on the brand side.
Once a sample is approved, both parties should be able to identify exactly which formula version was approved for the next stage.
Sample approval is not the same as production approval.
The brand may like the sensory experience, while further packaging, stability, safety, or manufacturing considerations still need to be addressed.

Step 5: Discuss Formula and Packaging Testing
A product that feels good on the first day is not automatically ready for commercial production.
Testing needs depend on the formula, product type, packaging, target market, and intended claims, so there is no single identical test package for every cosmetic product.
Depending on the project, manufacturers and brands may need to discuss areas such as:
- stability
- microbiological quality
- preservative-system performance where relevant
- packaging compatibility
- viscosity
- dispensing performance
- appearance and odor changes
- other market- or product-specific testing
Packaging compatibility is particularly easy to underestimate.
A serum may remain visually stable during storage but gradually become harder to dispense through its selected pump. A formula may interact with a gasket, become difficult to draw into a dropper, or change dispensing behavior as viscosity shifts.
From a manufacturing perspective, a beautiful package that does not work reliably with the formula is not good packaging.
That is why formula and packaging decisions should not be managed as two completely separate projects.

Step 6: Confirm Artwork and Label Details
Once the packaging direction is stable, artwork can move toward final approval.
Depending on the market and product, artwork preparation may involve:
- logo
- product name
- ingredient declaration / INCI
- net contents
- directions for use
- warnings where applicable
- responsible company details
- country-of-origin information where required
- barcode
- batch-code area
- label dimensions
- print colors
- carton artwork
Artwork is not only a graphic-design issue.
The design must work with the physical packaging and the requirements applicable to the destination market.
One expensive mistake is printing thousands of cartons and then discovering that required information is missing or that the text area is too small for the final copy.
We have also seen brands become attached to a nearly finished packaging design before the regulatory information has been checked. Changing a PDF is easy. Reprinting thousands of cartons is not.
Regulatory requirements vary by market, so brands should confirm their labeling obligations before mass printing.
Step 7: Confirm the Final Quotation and Purchase Order
An early project estimate is useful, but it should not be confused with a fully specified production quotation.
A final quotation may depend on:
- final formula
- quantity
- primary packaging
- printing and decoration
- labels
- cartons
- testing
- development charges
- molds or tooling
- shipping terms
- lead time
- payment terms
Suppose a brand originally asks for a mature serum formula in a standard bottle with a label.
Two weeks later, the project changes to a modified formula, custom-colored airless bottle, screen printing, printed carton, and additional testing.
The new price should not be expected to match the first estimate.
Changes in specifications can legitimately change the cost.
For this reason, quotations from different manufacturers should only be compared when the specifications are actually comparable.
A quote for “50 ml cream” tells you very little if one supplier includes a basic jar and another includes a double-wall custom-colored jar, printed carton, testing, and decoration.

Step 8: Move Into Bulk Production
After the formula, packaging, artwork, commercial terms, and relevant approvals are confirmed, the order moves toward manufacturing.
The exact workflow depends on the product.
A typical skincare production process may include:
Raw Material Preparation → Weighing → Mixing or Emulsification → Bulk Inspection → Holding → Filling → Capping → Labeling → Coding → Cartoning → Inspection
But not every product follows the same process.
An emulsion cream is manufactured differently from an anhydrous facial oil. A sheet mask requires different operations from a serum. Color cosmetics may require pigment dispersion, filling equipment, pressing, molding, or other specialized steps.
Scale-up also deserves attention.
A small laboratory batch and a commercial production batch are made with different equipment and batch sizes. An experienced manufacturing team should control the scale-up carefully, but small sensory or processing differences may still need to be monitored.
This is one reason documented specifications matter before production begins.
Brands evaluating production partners should look at the manufacturer’s actual factory and contract manufacturing capabilities, not only the number of formulas shown in a catalog.

Step 9: Quality Control Happens Throughout Production
Quality control should not be treated as one final inspection performed after everything has already been packed.
Depending on the product and manufacturing system, checks can take place at several points:
- incoming raw material inspection
- packaging inspection
- bulk checks
- pH
- viscosity
- appearance
- fill weight
- sealing
- packaging fit
- coding
- finished-product inspection
- microbiological testing where applicable
- batch traceability
- retention samples
Consider a 10,000-piece order using a pump bottle.
Finding a defective pump before filling starts is a manageable supplier and production issue.
Finding the same problem after 10,000 bottles have been filled, capped, labeled, and packed into cartons is a completely different problem.
Early QC reduces the cost of discovering defects late.
It also improves traceability when something changes between incoming materials, bulk production, filling, and finished goods.
A structured cosmetics quality control process should therefore cover incoming materials, in-process production, filling and packaging, and finished-product checks rather than relying only on a final visual inspection.

Step 10: Final Packing and Shipment
After release checks are completed, products can move into final packing.
This may include master cartons, shipping marks, protective inserts, palletization where appropriate, shipment documentation, and freight coordination.
One planning mistake is assuming that “production finished” means “products delivered.”
It does not.
Manufacturing completion is one milestone. Freight departure, customs clearance, inland delivery, and warehouse receipt happen afterward.
Delivery timing therefore depends on the destination, shipping method, customs process, and logistics arrangement.
Brands launching around a retailer deadline, trade show, influencer campaign, or seasonal promotion should plan backward from the actual required delivery date—not simply from the factory production date.
The Private Label Cosmetics Manufacturing Process at a Glance
Product Brief → Formula Selection → Packaging → Samples → Testing → Artwork → Final Approval → Bulk Production → Filling & Packing → QC → Shipment
This is a useful planning framework, but real projects are rarely perfectly linear.
Packaging sourcing may begin while samples are being revised. Artwork preparation may start before testing is complete. Regulatory-document preparation may run alongside production planning.
The important point is not that every step happens in exactly this order.
The important point is that the dependencies between the steps are understood.
What Determines Private Label Cosmetics MOQ?
There is no universal private label cosmetics MOQ.
The final minimum quantity may be influenced by several different suppliers and production processes.
Common MOQ drivers include formula batch size, bottles, jars, tubes, pumps, labels, cartons, printing, custom colors, decoration techniques, and molds.
The lowest formula MOQ is not always the same as the lowest finished-product MOQ.
For example, a manufacturer may be able to make a serum at one batch quantity, while a custom bottle supplier requires a larger production run.
That is why brands looking for a lower-risk initial launch often have more flexibility when they use mature formulas together with existing packaging options.
A lower quantity becomes more difficult when the project simultaneously requests custom molds, custom bottle colors, special coatings, complex printing, or other supplier-specific customization.
When asking for MOQ, provide the packaging direction at the same time.
“How many units for this serum in your existing bottle?” is a much more useful question than “What is your lowest MOQ?”
What Does Private Label Cosmetics Manufacturing Cost?
There is no useful universal answer to “How much does a private label serum cost?”
A “$1 serum” or “$3 cream” quote has little meaning without specifications.
Cost may be affected by:
- product category
- formula complexity
- ingredients
- active ingredient levels
- packaging
- decoration
- quantity
- testing
- custom development
- cartons
- molds or tooling
- freight terms
Consider two projects.
Project A
Mature serum formula + existing bottle option + customized label.
Project B
Adjusted serum formula + custom-colored airless bottle + screen printing + printed carton + additional testing.
Both may be described as a “private label serum.”
Their development workload, supplier requirements, packaging MOQ, lead time, and unit cost can be very different.
For meaningful sourcing, compare complete specifications rather than headline unit prices.
How Long Does Private Label Cosmetics Manufacturing Take?
There are two timelines that brands often mix together:
development timeline
and
bulk production lead time
They are not the same.
Development may include product briefing, sample preparation, revisions, testing, packaging sourcing, artwork, regulatory review, and brand approvals.
Bulk production begins much later.
Production lead time begins later than many first-time brands expect.
A relatively simple project using a mature formula and readily available packaging can move faster than a project involving multiple formulation revisions, custom packaging, tooling, lengthy printing, or additional testing.
Brand-side approvals also matter.
If a sample sits for two weeks waiting for feedback, the project timeline has already moved—even though the factory has not spent those two weeks manufacturing.
Instead of asking only, “What is your production lead time?” ask for the expected timing of each major project stage.

Advantages and Limitations of Private Label Cosmetics
Private label manufacturing can make sense when a brand wants to launch without starting every formulation from zero.
Potential advantages include faster development, less initial R&D work, access to mature formulas, easier product testing, and potentially more manageable initial investment.
But it also has limits.
A mature formula may offer less differentiation than a formula developed specifically for one brand. Packaging MOQ still applies. Extensive customization can quickly remove much of the simplicity that made the private label approach attractive in the first place.
Another brand may also use a similar base formula, even if the fragrance, packaging, texture adjustment, or positioning is different.
Private label is often a good fit when speed, practical market validation, and controlled development complexity matter more than owning a completely distinctive formulation from day one.
Brands with highly proprietary ingredient systems, unusual textures, patented technology, or very specific performance requirements may need a more extensive custom formulation project.
Common Private Label Cosmetics Mistakes
Choosing the packaging before understanding the formula
A dropper, pump, tube, or airless package has to work with the actual viscosity and behavior of the formula.
Comparing quotations with different specifications
Two suppliers can quote very different prices while both quotations are technically correct.
Assuming the formula MOQ equals the packaging MOQ
The bottle, pump, carton, or decoration supplier may set a higher minimum.
Printing artwork before checking market requirements
A beautiful finished carton becomes an expensive problem if mandatory information needs to be changed afterward.
Changing the formula after packaging testing
If viscosity or formula composition changes materially, previous compatibility conclusions may no longer represent the final product.
Allowing several people to provide conflicting sample feedback
Assign one person to consolidate brand-side decisions.
Failing to document the final approved sample
“Use the one we liked last month” is not a manufacturing specification.
Assuming factory certification equals product compliance
Factory qualification and product-level market compliance are different issues.
Treating production lead time as the entire project timeline
Development, packaging sourcing, testing, artwork, approvals, freight, and customs all sit outside or around factory production time.
What About Cosmetic Regulations?
Private label manufacturing does not remove a brand’s compliance responsibilities.
A useful distinction is between factory-level manufacturing qualification and product-level market compliance.
ISO 22716 provides Good Manufacturing Practices (GMP) guidelines for the production, control, storage, and shipment of cosmetic products. It is a manufacturing standard rather than a market approval for an individual cosmetic product.
For products placed on the EU market, Regulation (EC) No 1223/2009 on cosmetic products establishes requirements covering areas such as the Responsible Person, cosmetic product safety assessment, Cosmetic Product Safety Report (CPSR), Product Information File (PIF), labeling, and product notification.
The EU’s Cosmetic Products Notification Portal (CPNP) is a notification system. Notification through CPNP should not be described as government approval of the cosmetic product.
For Great Britain, brands should review the official GOV.UK guidance for making cosmetic products available to consumers in Great Britain. Cosmetic products placed on the GB market require a Responsible Person and must be notified to the Office for Product Safety and Standards (OPSS) before being made available to consumers.
In the United States, the Modernization of Cosmetics Regulation Act of 2022 (MoCRA) introduced requirements including cosmetic facility registration and cosmetic product listing for businesses subject to those provisions. The U.S. Food and Drug Administration’s cosmetic facility registration and product listing guidance also makes an important distinction: facility registration and product listing are not cosmetic approval programs.
Documents that may become relevant to an international cosmetics project can include:
- INCI information
- COA
- SDS
- stability documentation
- microbiological reports
- safety documentation
- product specifications
- market-specific regulatory files
Exactly what is required depends on the product, claims, target market, responsible parties, and applicable regulations.
A professional manufacturer can support documentation and manufacturing compliance, but the brand should clearly establish who is responsible for product registration or notification, safety assessment, Responsible Person arrangements, claims review, and final market compliance.
Questions to Ask a Private Label Cosmetics Manufacturer
Before placing an order, ask questions that reveal how the manufacturer actually works:
- Is the proposed product based on a mature formula, and what parts of the formula can be customized?
- Can other brands use the same base formula, and what options are available if we want greater differentiation?
- What is the MOQ for the formula, and is the finished-product MOQ different because of packaging?
- Which packaging options are already available, and which changes would require custom production or tooling?
- What testing do you recommend for this specific formula, package, target market, and claims?
- How many sample revisions are normally included, and how is the final approved sample documented?
- Which regulatory and technical documents can you provide for our destination market?
- What quality-control checks are performed before, during, and after production?
- What information is included in the quotation, and which costs may be charged separately?
- What is the estimated development timeline before bulk production can begin?
- Can we review information about the production facility, manufacturing processes, and quality system?
- Who will manage communication between the R&D, packaging, production, and commercial teams during the project?
These questions make it much easier to compare manufacturers on actual capabilities rather than marketing language.
Is Private Label the Right Approach for Your Brand?
Private label can shorten the route from concept to production because the brand does not always need to develop a formula from zero.
But it is still a manufacturing project.
The brand still has to make decisions about formula, packaging, samples, testing, artwork, compliance, production, quality, and logistics.
And the simplest-looking project can become considerably more complex once extensive formula changes or highly customized packaging are introduced.
